Risk Management | Training
This course is targeted for employees at the Federal, State and local level who oversee any portion of their agency's highway-related programs as well as asset management practitioners. Participants will be introduced to a number of different tools, techniques, and principles that they may apply to risk management at any level across their organization. Throughout this 2-day course, participants will be taught how to use the risk management process for developing risk strategies and how to apply it in their work. The training is structured around some instructor presentation with an emphasis on group discussion and several team-based activities.

Strategic Performance Management | Training
The Strategic Performance Management (SPM) 10-week online program covers four core topics. The topics are as follows:
- Performance Management and Government
- Strategic Planning for Performance Management
- Measuring and Reporting Performance
- Evidence-Based Management
Students will also receive free access to three optional supplemental units—"Basic Analytical Methods," "Budgeting for Performance," and "Applied Program Evaluation" as well. Upon the completion of the course, participants are awarded a (noncredit) certificate.

Introduction to Performance Measurement | Training
This two-hour online course introduces all the basic concepts of performance measurement in the context of TPM. The course outline features five lessons—titled "Performance Measures Overview," "FHWA and Performance Measures," "Criteria for Developing Effective Performance Measures," "Data, Tools, and Analysis," and "Using Performance Measurement Information."
Making the Connection Between HPMS Data Items and TPM | Training
This 1.5 hour course is meant to introduce transportation agency employees to the Highway Performance Management System (HPMS) and its relation to TPM. The course curriculum covers both how HPMS supports TPM and how TPM supports HPMS. The class also extensively covers all of the data and reporting requirements associated with HPMs.

"Investment Decision Making and TPM" teaches participants the basic concepts of using TPM to strengthen investment decision making. It also introduces the multi-objective decision analysis (MODA) framework and demonstrates how MODA can be used to optimize investment allocation. The online course takes approximately 1.5 hours to complete.
Implementing Performance-Based Planning and Programming | Training
This NHI course is a one-hour online training course designed to introduce course participants to the implementation of performance-based planning and programming (PBPP). Upon completion of the course, participants will understand the connection of TPM and PBPP, the rationale behind PBPP from a policy perspective, the importance of setting a strategic direction in the PBPP framework, the nuances of aligning statewide and national goals, and more.

How TPM and Asset Management Work Together | Training
In order to help transportation agencies better understand TPM federal regulations and requirements, USDOT and FHWA have created the video series, "TPM Essentials." The series comprises 18 short clips; each focuses on a specific aspect of federal TPM. The entire series can be found on FHWA's website here or on Youtube here.
"How TPM and Asset Management Work Together" describes in detail the relationship between TPM and Asset Management—showing how the application of TPM can help optimize your agency's asset management. Additionally, the video defines the role of the TAMP in implementing TPM.
Getting Started on Effective TPM for the On-Road Mobile Emissions Reduction Measure | Training
EnvironmentThe NHI course "Getting Started on Effective TPM for the On-Road Mobile Source Emissions Reduction Measure" is a one-hour online that is designed to introduce State DOTs and MPOs to CMAQ on-road mobile source emission reductions for TPM. The introduction includes identification of the performance measured established, an overview of the requirements for data submission, an explanation of the calculations needed for the 2 and 4 year targets, and a briefing on the different reports and deadlines associated with TPM for CMAQ on-road mobile source emission reduction measure.

Getting Started on Effective TPM for Pavements | Training
PavementThis one-hour online course was established to introduce agencies to TPM for pavement. In the duration of the course, participants will learn more about the performance measures established for pavement conditions, the data needed to calculate the established measures, the importance of obtaining high-quality data, the minimum condition requirements for pavement, and the different reports and requirements related to pavement.
Getting Started on Effective TPM for Freight | Training
FreightThis 1-hour course guides participants through the regulatory requirements related to freight performance—specifically freight bottlenecks and reliability. It provides the basis calculating both total annual truck delay and the truck travel time reliability (TTTR) index. The course curriculum also covers potential target setting, best practices, and tools for freight performance.
Financial Planning for Transportation Asset Management | Training
Over the span of 1.5 days, the course, "Financial Planning for Transportation Asset Management" takes participants through all the key concepts to developing a financial plan for TAM. As part of the course, a facilitator will guide small working groups through creating a financial plan that covers each content area. Within the groups, participants will also be asked to identify events that alter change the plan's effectiveness. Lastly, participants will be led through establishing next steps for their agency to fully develop their financial plan.

This 6.5-hour online course is designed to help agencies, both State DOTs and MPOs, further understand developing and setting performance targets. The curriculum covers existing practices in target setting, the purpose of target setting, the data required and the factors to account for in target setting, and how to track and report progress.
