This manual outlines the Colorado Department of Transportation’s 2020 procedures for assessing risk to highway assets from flooding, rockfall, and fire-related debris flows. Developed by Applied Engineering Management Corporation in collaboration with CDOT experts, the procedure reflects current best practices tailored specifically for Colorado’s transportation context. It draws on insights from the 2017 I-70 Pilot Risk and Resilience Project and provides example assessments based on that corridor.
